Why are seagulls at shopping malls, but pigeons at beaches?

We've traveled for years and have found that pigeons are on beaches from FL, to CA to the Bahamas, Maui and Kauai, but here in the Midwest the seagulls are all over mall parking lots. When did the switch occur? Who sent out THAT memo?

I will be in Maui, Hawaii between 12/31 to 1/06. Anyone out there who knows a nice small hotel?

Currently burried in work and unable to do a good serach. A studio room or condo for 2 adults no kids, with a small kitchen preferable.
